Every engagement starts with a call and no NDA.
How engagements are initiated
- Initial conversation. No commitment and no NDA. A 30-minute call to establish whether there is a fit between your brief and what these programmes deliver.
- Scoping session. A structured session to define scope, deliverables, timeline and resource requirements. Conducted under mutual NDA, on your agency's form if you prefer.
- Proposal or quotation. A written proposal covering scope, deliverables, timeline, personnel and terms, issued through Orion Five Engineering Pte Ltd, in the format your procurement route requires.
- Engagement. Work begins on agreed terms. Weekly progress reporting is standard on every programme.
Data handling and confidentiality
- Initial conversations are held in confidence without a formal agreement.
- All engagement documentation is covered under mutual NDA from the scoping session.
- On-site working is available where document transfer restrictions apply.
- Client data and engagement materials are not used for AI model training or third-party reference without explicit written consent.

What agencies ask before engaging.
Can you work on site, and do you hold a security clearance?
On-site working is standard for government and regulated environments where document transfer restrictions apply. I am a retired Singapore Armed Forces officer and I am used to working inside controlled environments. Where an engagement needs vetting or a clearance, I go through the agency's own process before scoping begins, and I will tell you up front if a requirement is one I cannot meet.
How is our data handled?
Initial conversations are held in confidence without a formal agreement. From the scoping session onward, all engagement documentation sits under a mutual NDA. Client data and engagement materials are never used for AI model training or as third-party reference material without explicit written consent. Where your policy requires it, work is done on your systems and nothing leaves the building.
Do we need an NDA before the first conversation?
No. The first call is a 30-minute conversation to establish whether there is a fit between your brief and what these programmes deliver. It needs no commitment and no NDA. The scoping session that follows is conducted under mutual NDA, and I am happy to sign your agency's standard form.
We already have a systems integrator or AI vendor. How do you fit?
Most agencies do, and I am not a competing vendor. I hold no reseller arrangements and do not build the production system myself. The value I add is independent: governance design, readiness assessment, measurement, and an honest second opinion on what the vendor is proposing. I have worked alongside integrators on every large programme in the track record below.
How quickly can you start?
The initial call can usually be scheduled within a few days. A start date for a scoped programme depends on the route: a small value purchase can begin almost immediately, and a quotation or tender follows your agency's own timeline. I hold capacity for a limited number of programmes at any one time, so the earlier the conversation, the better the start date.
Do you train in-house teams, or only advise leadership?
Both. Every programme track includes training materials and team procedures so the capability stays with your officers after I leave. The half-day executive programme is designed for a leadership group, and the two-day masterclass runs for operational teams. In-house cohorts for a single ministry or statutory board are the usual format.

Public-sector work carries a weight that private work does not. The people relying on the system did not choose the vendor, and they cannot switch. I have sat in ministry rooms where the honest answer was that the AI was not ready, and saying so cost a contract. I would rather lose that contract than have my name near a deployment that fails the people it was meant to serve. If you want someone who will tell you that in month one, that is who I am for.
