Infrastructure Capability Diagnostic Framework

Four-phase diagnostic framework informing over US$60B in infrastructure investment decisions.

A major infrastructure organisation lacked visibility into technical performance across its core domains. Inconsistent processes, siloed functions, and the absence of a common capability baseline led to project delays, cost overruns, and missed improvement opportunities across an investment programme exceeding US$60 billion.

Designed a four-phase diagnostic model: Phase 1 identified capability gaps across six domains; Phase 2 conducted root-cause analysis at detailed planning and design stages; Phase 3 developed prioritised mitigation plans with ownership, timelines, and success metrics; Phase 4 built an interactive executive dashboard providing real-time capability visibility. A performance scorecard benchmarked current against target state across all domains.

Delivered the organisation's first holistic view of technical performance across all infrastructure domains. Over 20 improvement opportunities identified and prioritised. Executive dashboard enabled data-driven investment decisions across the US$60B+ programme. Framework adopted as the basis for a continuous technical excellence programme.
