Designed a four-phase diagnostic model: Phase 1 identified capability gaps across six domains; Phase 2 conducted root-cause analysis at detailed planning and design stages; Phase 3 developed prioritised mitigation plans with ownership, timelines, and success metrics; Phase 4 built an interactive executive dashboard providing real-time capability visibility. A performance scorecard benchmarked current against target state across all domains.
