Designed and deployed a four-phase diagnostic framework and toolkit to evaluate, improve, and monitor technical capability across six critical infrastructure domains: planning, design, cost estimation, construction, innovation, and operations. The model (Diagnosis, Deep-Dive, Improvement, and Dashboard) delivered a comprehensive performance scorecard, root-cause analysis, prioritised mitigation plans, and an executive monitoring system providing real-time capability visibility and enabling data-driven prioritisation across a programme exceeding US$60 billion.
A major infrastructure organisation lacked visibility into technical performance across its core domains. Inconsistent processes, siloed functions, and the absence of a common capability baseline led to project delays, cost overruns, and missed improvement opportunities across an investment programme exceeding US$60 billion.
Designed a four-phase diagnostic model: Phase 1 identified capability gaps across six domains; Phase 2 conducted root-cause analysis at detailed planning and design stages; Phase 3 developed prioritised mitigation plans with ownership, timelines, and success metrics; Phase 4 built an interactive executive dashboard providing real-time capability visibility. A performance scorecard benchmarked current against target state across all domains.

An organisation spending sixty billion dollars still had no single honest number for how good its own technical capability actually was, and building that scorecard meant asking people to admit weaknesses in front of colleagues from other divisions. Some of those Phase 2 root-cause sessions got uncomfortable fast.
