City-scale integrated operations control for a new urban development.
A federated data design that links traffic, utilities, emergency and civic services into one view of operations. Real-time analytics pipelines feed a command protocol shared by several agencies. A human oversight framework decides when a reading goes to a person and when it is acted on automatically.
Sultan Haitham City needed an IOCC to coordinate traffic, utilities, emergency and civic services from one operations centre. It also had to connect with Oman's national systems.
Designed the IOCC with federated data layers and real-time analytics pipelines, plus command protocols the agencies share. Linked IoT sensor networks across traffic, utilities and public safety. Built the human oversight framework for coordination between agencies.
The IOCC operating architecture was delivered and accepted by the client. Integration with Oman's national ICT infrastructure was completed. The same multi-agency coordination protocol was reused in the design of later new cities in the Sultanate.

Getting traffic, utilities and emergency services to share one operating view looks tidy on a diagram. Getting the agencies behind each system to agree on who escalates what to whom took a lot longer. There were stretches in Muscat where the technical design was finished long before the human sign-off caught up. I'm glad we didn't rush that part. The coordination protocol only works if every agency trusts the room it's reporting into.
