Sultan Haitham City required an IOCC that could coordinate traffic, utilities, emergency services, and civic services across a new urban development from a single operational centre, while integrating with Oman's national systems.
Designed the IOCC architecture with federated data layers, real-time analytics pipelines, and multi-agency command protocols. Integrated IoT sensor networks across traffic, utilities, and public safety domains. Built the human oversight framework for multi-agency coordination.
IOCC operational architecture delivered and accepted by the client. Integration with Oman's national ICT infrastructure completed, and the same multi-agency coordination protocol was carried into the design of subsequent new city developments in the Sultanate.

Getting traffic, utilities, and emergency services to share one operational view looks tidy on a diagram; getting the agencies behind each of those systems to agree on who escalates what to whom took considerably longer. There were stretches in Muscat where the technical design was finished long before the human sign-off caught up to it. I'm glad we didn't rush that part, because the coordination protocol only works if every agency trusts the room it's reporting into.
