Smart city systems lead for a 396-hectare, 10.85M sqm mixed-use development across three reclaimed islands in Manila Bay.
SM Super City is an integrated master planned community envisioned across three reclaimed islands in Manila Bay, within the limits of the City of Pasay, a 396-hectare mixed-use development with a total built-up area of 10.85 million square metres. Terence led the smart city systems design for the development, covering Communications and Connectivity (Fiber, WiFi, and LPWAN), Smart Transport and Mobility Systems, Smart Waste Management, Smart Energy Management, and Smart Water Management. The engagement also encompassed Security by Design: identification of potential threats, security risk assessment, site assessment, and mitigation strategies, embedding resilience and safety into the master plan from first principles.
SM Super City required smart city systems design across three physically separated reclaimed islands with a combined built-up area of 10.85 million square metres, a development scale that demanded both integrated infrastructure strategy and a coherent security framework from the earliest master planning stage. The challenge was to specify connected, resilient systems spanning communications, transport, utilities, and security across a mixed-use district that did not yet exist, ensuring every design decision remained operationally and commercially viable as the development phased over time.
Led smart city systems design across five integrated domains: Communications and Connectivity covering Fiber backbone, WiFi, and LPWAN for IoT sensor networks; Smart Transport and Mobility Systems for inter-island and internal circulation; Smart Waste Management with IoT-monitored collection and processing; Smart Energy Management integrating monitoring and distribution across the three islands; and Smart Water Management. In parallel, led Security by Design: identifying potential threats across the reclaimed island context, conducting security risk assessment, performing site assessment, and defining mitigation strategies to embed physical and cyber resilience into the master plan architecture from first principles.

Designing smart city systems across three reclaimed islands is the same integration problem as designing operations across multiple distributed sites: what each island needs to know about the others, how the shared infrastructure is governed, and what happens when a connection fails. The answer is always the same: design the integration architecture first, before the infrastructure is committed. Decisions made at the master planning stage determine what is possible operationally for the next fifty years.

Land reclaimed from Manila Bay doesn't come with an existing security history, so Security by Design forced an early, occasionally tense conversation about threats that hadn't happened yet, on ground that hadn't fully existed yet. I pushed to run the security risk assessment alongside the smart city design instead of after it, which slowed the front end but meant nothing needed unpicking later. Fifty years from now, that sequencing is what residents will never think about, because it worked.
