SM Super City, Pasay 360 Detailed Master Plan, Manila

SM Super City needed smart city systems designed across three separate reclaimed islands, with a combined built-up area of 10.85 million square metres. At that scale, it needed a joined-up infrastructure strategy and a coherent security framework from the earliest master planning stage. The task was to specify connected, resilient systems for communications, transport, utilities and security. They had to serve a mixed-use district that did not yet exist. Every design choice also had to stay workable, in operation and commercially, as the development was built out in phases.

Led smart city systems design across five integrated domains. Communications and Connectivity covered the Fiber backbone, WiFi, and LPWAN for IoT sensor networks. Smart Transport and Mobility Systems covered travel between and within the islands. Smart Waste Management used IoT to monitor collection and processing. Smart Energy Management joined up monitoring and distribution across the three islands. The fifth domain was Smart Water Management. In parallel, led Security by Design. That meant identifying potential threats in the reclaimed island setting, assessing security risk and assessing the site. It also meant setting mitigation strategies that build physical and cyber resilience into the master plan architecture from first principles.

The smart city systems framework and Security by Design strategy were delivered as part of the SM Super City 360 Detailed Master Plan. They cover all five smart city domains, and the full security risk and mitigation framework across the 396-hectare three-island development. They set the technical starting point for a community designed from the ground up for integrated, resilient, connected operations. It is one of the largest reclamation developments in the Philippines.
