The Do Not Call Registry is the opt-out register that sits inside Singapore’s Personal Data Protection Act. Anyone with a Singapore telephone number can list it, and an organisation must check the register before sending a telemarketing message by voice call, text or fax to that number, unless it holds the person’s clear and unambiguous consent. The obligation sits with the organisation sending the message, and the Personal Data Protection Commission has fined property agents, renovation firms and tuition centres for ignoring it.

AI changes the volume, not the rule. An outreach agent that drafts a friendly “just checking in” message and schedules it to a scraped or purchased list has committed the breach on the organisation’s behalf, and the fact that a model wrote it is no defence. The exposure scales with how many messages the agent can send unsupervised.

The practical control is a registry check as a hard gate before any automated send, and a rule that the agent only messages people who enquired first. Consent-based follow-up is where AI outreach is safe; cold outreach is where it is not.
